Регулируемые закупки как инструмент экономической политики

Аннотация
Статья посвящена вопросам использования регулируемых закупок в качестве инструмента структурной составляющей экономической политики. В работе подчеркивается, что закупки государственного сектора, традиционно являясь составляющей макроэкономической политики, также обладают потенциалом для решения многих задач в рамках структурно обусловленного развития национальной экономики. На основании анализа страновых и межстрановых программных документов выделены программы экономической политики, активно и успешно осуществляемой в мировой практике с помощью закупок государственного сектора. Особое внимание уделено механизмам, используемым для стимулирования инновационной активности через закупочную систему, освещены некоторые проблемные аспекты данного направления в российской практике.
